Kazakhstan has been a party to the Apostille Convention since 2001, which settles the Kazakh end of the process. It does not settle the UAE end: because the UAE is not a Convention party, a Kazakh document destined for use here still needs UAE legalisation on top of its apostille. Anyone who tells you the apostille alone is enough has misread which countries the treaty binds. The Kazakh side has its own trap, and it is the same one Spain has: there is no single apostille office. The competent authority depends on what kind of document you hold. Civil registry records and notarial instruments route through the Ministry of Justice. Diplomas and academic documents go to the ministry responsible for higher education. Criminal record certificates are handled through the Prosecutor General's Committee on Legal Statistics and Special Records. A document sent to the wrong body comes back untouched. - § Kazakhstan has no single apostille office. Civil registry records and notarial instruments are apostilled by the Ministry of Justice, academic documents by the ministry responsible for higher education, and criminal record certificates through the Prosecutor General's Committee on Legal Statistics and Special Records. A document submitted to the wrong authority is returned unprocessed, which is why the route is confirmed before anything is sent.
- § Kazakh documents are issued in Kazakh, in Russian, or in both, and the Kazakh language is undergoing a phased move from Cyrillic to Latin script. Documents issued years apart can therefore render the same name differently. UAE receiving bodies match against the passport, so the passport spelling governs and every translation in a file has to agree with it.
- § Documents issued before Kazakhstan became independent in 1991 were issued by Soviet-era authorities. They remain valid, but the issuing office no longer exists in the same form, and the apostille route commonly runs through the state archives for confirmation first. This affects older birth and marriage certificates most often.
