Commercial Document Legalization
Commercial Document Legalization
Russian companies expanding into the UAE must have their commercial documents legalised through the embassy chain before UAE free zones, the Department of Economic Development (DED), banks, and regulatory bodies will accept them. Since Russia is not party to the Hague Convention for UAE purposes, a simple apostille is insufficient — the full legalisation chain through the Russian Ministry of Justice, Ministry of Foreign Affairs, and UAE Embassy in Moscow is required.
Common Russian corporate documents that require legalisation for UAE business setup include the Vypiska iz EGRYUL (Unified State Register of Legal Entities extract), the company charter (Ustav), board resolutions (Protokol Obshchego Sobraniya), powers of attorney (Doverennost), certificates of tax registration (Svidetelstvo INN), and audited financial statements. Each document type may require notarisation by a Russian notary before entering the legalisation chain.
Green Apple Attest works with Russian legal advisors and our Moscow-based partners to ensure all commercial documents are properly prepared, notarised where required, and submitted to the correct authorities in the correct sequence. The Russian corporate legalisation process has more potential points of rejection than personal documents, so our pre-assessment and document preparation steps are particularly important.
We also provide certified Russian-to-English and Russian-to-Arabic translation of all legalised corporate documents, ensuring they are fully ready for presentation to UAE authorities and banking institutions.

Insider Tips
Insider Tips
- Order the EGRYUL extract as late as possible in the preparation stage to maximise its validity throughout the legalisation process.
- If your company has recently made changes (new director, address change, capital increase), ensure these are reflected in the EGRYUL before ordering the extract.
- For UAE bank account opening, banks often have their own specific document requirements beyond what the free zone or DED requires. Ask your target bank for their list before starting the legalisation process.
Frequently Asked Questions
Most UAE authorities require the EGRYUL extract to be no older than 1 to 3 months. Given the length of the legalisation chain, timing is critical. We recommend ordering a fresh extract at the start of the process.
Not all, but many do. Powers of attorney, certified copies of charters, and some resolutions must be notarised by a Russian notary before they can enter the legalisation chain. The EGRYUL extract from the Federal Tax Service typically does not require separate notarisation. We assess each document individually.
Yes, and we strongly recommend it. We submit all documents to the legalisation chain in parallel where possible, reducing the overall timeline compared to sequential processing.
The legalisation chain takes 15 to 25 working days per document. Processing multiple documents simultaneously means the total time is roughly the same as for a single document. Add 3 to 5 days for notarisation preparation if needed.
Most free zones require the EGRYUL extract, company charter, board resolution approving the branch, and a power of attorney for the UAE representative. The exact list varies by free zone. We confirm requirements based on your specific registration.
